Bygones of Monroe:
The Mulligan Regiment
Capt. J.M. Oliver, of the 4th Regiment, has been appointed Colonel of the 15th Regiment, now encamped at Camp Monroe in the City. Captain Oliver’s promotion, first from the position of Lieutenant to that of Captain, and again to the post of Colonel of a Regiment speaks volumes in his praise as a soldier. Colonel Oliver has entered upon the active duties of his position at Camp Monroe. We understand that there are now about 800 men in the camp.
